Strengthening of PM&E Wing of Forest Department

The Strengthening of PM&E Wing of the Forest Department project is a strategic capacity-building initiative aimed at modernizing and institutionalizing planning, monitoring, and evaluation functions within the department. The central objective of the project is to upgrade the existing M&E framework to a secure, fully digital platform, ensuring improved data accuracy, transparency, and evidence-based decision-making. The project also seeks to enhance the institutional capacity of the Planning & Monitoring Wing by strengthening technical skills, streamlining workflows, and introducing standardized processes for project formulation, monitoring, and reporting.

The final outcomes of the project include the establishment of a robust digital PM&E system capable of supporting the complete project lifecycle, from concept development to post-completion evaluation. This includes the development of an integrated dashboard for submission and tracking of PC-II, concept papers, PC-I, PC-IV, and PC-V, improved review and evaluation mechanisms, and the creation of a centralized procurement cell to ensure efficiency and compliance. Additionally, the project will result in enhanced professional capacity of officers and officials through targeted trainings, enabling the department to plan, monitor, and evaluate development projects more effectively and in line with modern governance standards.
